Under Andhra Pradesh government’s ‘Operation Svechha’, 22 child labourers were rescued from 11 districts of the State. Most of them were working in mechanic and carpenter shops.
Our team produced the rescued children before the Child Welfare Committees (CWCs) of the districts they were rescued from. The Labour Department and the Police have initiated legal action in the matter and BBA is providing all possible support for ensuring proper rehabilitation of the children.
Operation Svechha is a rescue programme initiated by the Andhra Pradesh government for saving trafficked children. Members of Labour Department, Police, Anti-Human Trafficking Units (AHTUs), Education Department, Women and Child Development Department, and NGOs take part in raids carried out across the State under the operation.
In some other news, BBA, in collaboration with the local authorities and law-enforcement agencies, conducted a raid and rescue operation to identify and save children involved in begging and picking rags on the streets of Dehradun, Uttarakhand. We rescued 9 children and produced them before the Child Welfare Committe (CWC), Dehradun. The children, the youngest being a 5-year-old, have been sent to Shishu Niketan for rehabilitation. A General Diary (GD) was also filed in the matter at the local police station.
]]>The rescue operation, conducted at 10 PM on 8 September, resulted in the arrest of 3 traffickers who were escorting the children from Bihar’s Kishanganj to Gujarat’s Rajkot and Ahmedabad. All the children were going to be pushed into child labour by the traffickers.
BBA’s timely intervention saved the childhood of 6 innocent children. They were produced before the Patna Child Welfare Committee (CWC) to facilitate their rehabilitation. Our team also facilitated the registration of FIR under sections of the Juvenile Justice Act, the Child and Adolescent Labour (Prohibition and Regulation) Act, and other relevant sections of the Indian Penal Code.
]]>Upon learning the girl is a minor, the customer reached out to BBA seeking their assistance in saving the girl from ruthless exploitation.
Launching prompt action in the matter, BBA collaborated with the local Police and the District Administration to plan and execute a raid and rescue operation in the area. Our team successfully rescued the minor girl. The rescue operation also resulted in the arrest of two traffickers and one customer.
The girl revealed she left her family home in Bihar’s Katihar district after having an argument with her mother. On seeing her alone and vulnerable at the Katihar Junction railway station, a man lured her on the pretext of giving her shelter for a few days. The innocent child had no idea of what awaited her.
The man took her to a rented room and brutally raped her for two weeks. When the girl became increasingly resistant to his horrendous act, he promised her to take her back home. However, he ended up taking her to Bihar’s Muzaffarpur district in an unconscious state. The girl was then purchased by a trafficker and brought to Sitamarhi for commercial sexual exploitation. The trafficker and his wife used to mercilessly thrash the minor when she refused to tend to customers. The helpless child was dehumanised by forcing her to attend to 30-35 customers a day.
To ensure strict and prompt action is taken in this grave matter, BBA facilitated the registration of an FIR under the Protection Of Children from Sexual Offences (POCSO) Act, the Immoral Traffic (Prevention) Act (ITPA), and other relevant sections of the Indian Penal Code.
The girl has been sent for medical examination and will be provided with all possible support by BBA to facilitate her rehabilitation.

Bachpan Bachao Andolan (BBA) conducted a raid operation in collaboration with the Railway Protection Force (RPF) and Government Railway Police (GRP) at 2 PM on 5 September, leading to the rescue of 17 trafficked children from the clutches of 4 traffickers.
The Muzaffarpur Yesvantpur Express train was rigorously searched between Bhubaneswar and Visakhapatnam. Two trafficked children were rescued at Khurda station and one trafficker was also apprehended. While 15 children were rescued at the Vishakhapatnam station, along with the arrest of 3 traffickers.
Out of the 17 rescued children, 15 were trafficked from different parts of Bihar including, Begusarai, Purnea, Katihar, Muzaffarpur, Araria, Betia, and Khagaria, and 2 were natives of New Delhi but boarded the train from Muzaffarpur. All the children were being trafficked to Chennai and Bangalore to make them work as construction labourers.
Following due process, the rescued children were produced before the Visakhapatnam Child Welfare Committee (CWC) to get their statement recorded for further action. BBA also facilitated the registration of FIR in the matter.
]]>Upon receiving information regarding a baby-selling racket operating in Nalanda Medical College and Hospital (NMCH) in Patna, Bihar, BBA immediately swung into action. Our team collaborated with a special investigation team from a prominent digital media group in Patna to plan an undercover sting operation.
On August 19, two members of the investigation agency posed as decoy customers and visited NMCH. They closely observed the activities of the suspected traffickers near the neonatal care unit. The decoy customers posing as a couple convinced the traffickers that they were unable to have children and pleaded with the traffickers to arrange a baby for them.
After several rounds of discussions, the traffickers shared a contact number with the couple to purchase a child illegally. The male decoy customer maintained contact with the trafficker as negotiations continued. The traffickers demanded INR 1.5 lakhs for a female baby and INR 4-5 lakhs for a male baby. A deal was struck over the phone and the traffickers agreed to hand over a 7-day-old baby girl to the couple the next day either in Patna or near Hajipur in Bihar’s Vaishali district.
BBA immediately informed the Senior Superintendent of Police (SSP), Patna, about the matter. The Special Intelligence Unit of Patna Police was assigned to work with BBA and the special investigation team of a leading media house to execute the mission.
The next morning, the team set out in two vehicles, and a WhatsApp group was created to track the decoy customers’ live location throughout the operation. The traffickers continuously changed the meeting location and time and our team actively shared the evolving situation with the relevant authorities in Vaishali district and Muzaffarpur.
At around 11:30 PM, the traffickers asked the couple to stop in a secluded area in Muzaffarpur district’s Motipur. The traffickers reached the location in a car accompanied by two bikers. Sensing danger, the couple did not leave the car and alerted the team in the second car.
The swift response of the Muzaffarpur police and the BBA team led to the capture of one of the cars, although the vehicle carrying the baby managed to escape. Three traffickers were arrested and one of them was forced to call his accomplices and convince them that everything was normal. The traffickers were called to a family restaurant in Hajipur around 2:30 AM, where the BBA team was present along with the police. At approximately 4 AM, a suspicious car arrived with three men and three women, and a crying baby was visible in the back seat.
Upon thorough interrogation, it was revealed that they received the baby from a woman named Meena Devi, who was the leader of their gang. Meena Devi had connections with illegal nursing homes and used to acquire babies born from illicit relationships for a mere sum of INR 10,000-20,000. She then supplied the babies to traffickers who sold them for large sums to childless couples. Three traffickers who reached the location with the baby girl were arrested and BBA took custody of the rescued newborn. The baby was immediately rushed to Sadar Hospital in Hajipur, where she was admitted to the neonatal care unit and placed on a ventilator due to her critical condition.
BBA facilitated the registration of an FIR in the matter, leading to the arrest of six traffickers involved in the baby-selling racket. We also sought the support of our partner NGO for post-rescue processes, including presenting the case before the Child Welfare Committee (CWC) and coordinating with the hospital.
On August 28, 2023, the baby girl was discharged from the hospital in a healthy condition. She was handed over to a Specialized Adoption Agency (SAA) through a formal process before the CWC in Vaishali, thanks to the collaborative efforts of BBA and its partners.

In a significant step towards enhancing the safety and well-being of women and children in Telangana, Bachpan Bachao Andolan (BBA) and Women Safety Wing of Telangana Police have renewed their commitment to combat sexual exploitation, and online abuse by signing a Memorandum of Understanding (MoU) to mark the second phase.
The first phase of this partnership began on July 28, 2022, and was successful in providing prompt assistance to victims of sexual exploitation, and online abuse. Together, BBA and Telangana Police offered comprehensive legal support, facilitated access to justice, and provided rehabilitation assistance, including crucial mental health counselling support to the victims.
The second-phase MoU signed on September 4, 2023, reaffirms the dedication of both BBA and the Women Safety Wing of Telangana Police to address these critical issues. The partnership will continue to focus on providing prompt support to victims of sexual exploitation and assist them in their rehabilitation journey.
This partnership has set a prime example of the importance and benefits of collaboration between law enforcement agencies and civil society organisations in addressing pressing issues. By sharing their resources and expertise, BBA and the Women Safety Wing of Telangana Police aim to make Telangana a safer place, especially for women and children.
]]>As a part of the action month, 5,114 children were rescued from child labour. Of these, 3,284 children were rescued in the month of June while 2,367 were rescued in July as a continuation of the raid and rescue process.
We initiated action month in 331 districts across the country wherein a series of activities, right from awareness generation activities to rescuing children from exploitative situations and providing them rehabilitation support. As many as 757 raids were carried out in June and 1,325 raids were conducted in July. A total of 592 FIRs were registered against perpetrators and 654 employers/traffickers were arrested in the process.
Additionally, 410 awareness generation activities were organized across the country throughout the month including consultations, awareness marches, and more. Also, nine state consultations in collaboration with Women and Child Development departments, State Commissions for the Protection of Child Rights, State Legal Services Authorities and the labour department, were organized.
]]>On 11 July 2023, our team, in coordination with Sitamarhi district administration and police conducted a rescue operation in the Boha Tola area (a prominent red-light area in the district) and rescued 8 minor girls. Janaki (name changed) a native of Nalanda district in Bihar was one of them.
After the rescue, Janaki narrated her ordeal to our team. She informed our team that she wanted to study but her parents forced her to drop out of school after class 10. She ran away from her home to Patna in hopes of continuing her education but fell prey to a trafficker who sold her to a brothel in the red-light area of the Sitamarhi district.
What she and the other girls went through was nothing short of a nightmare. At least 20 men made sexual relations each day with every girl. If anyone would try to refuse, she was burnt with heated tongs. Even amongst these horrific times, Janaki did not lose hope for better days.
Our rescue operation came as a gateway to freedom for Janaki. Two customers and 10 employers/traffickers were also arrested. This created a deterrence in society against engaging minors in prostitution.
