In 2019 Bachpan Bachao Andolan (BBA) had filed a Writ petition before the High Court of Karnataka for implementation of the Juvenile Justice (Care and Protection of Children) Act, 2015 and on various directions passed by the Supreme Court of India in the matter of Sampurna Behura v. Union of India & Ors. In the said matter, before the Court BBA had highlighted child pornography incidences of 113 Children, who were housed/ staying in various Child Care Institutions, as per the report of MWCD and also sought information about their rehabilitation and investigation.

While dealing with the case, the High Court of Karnataka critically observed that nothing concrete was done in its investigation. Therefore in July 2020, the Court issued a direction to the State Government to formulate guidelines or the Standard Operating Procedure for dealing with the cases of child pornography so that proper and prompt investigation is carried out in such cases. Hence in compliance with the directions, the Department of Police of the Government of Karnataka developed Standard Operating Procedures relating to child pornography to enable the police officers of Karnataka State to deal with child pornography cases effectively.
